Instagram is owned by Facebook, and Facebook doesn't rely solely on cookies to identify you. They use browser fingerprinting techniques. If you can see instagram content in chrome using incognito mode, then i guess facebook/instagram already owns your browser, and incognito is not providing any privacy from them.

So I still have no way to get onto instagram, but I did find a related thing, also interesting, seems to be by the same person:
