I'd actually go one step further: You don't want "a language" but "a stack of languages", with macro-type functionality being one of them.

Agreed. Composable micro-pass compilation is truly the way. Especially if you can configure those micro-passes.

Not just configure, also add your own, with highly domain-specific behavior.
