It’s a very popular “classic” textbook on database theory. It’s got some useful information for the uninitiated, but IMO it’s quite dated now and missing all the newest ideas. Unfortunately, I don’t have any newer recommendations, except “Datalog and Logic Databases” for those interested in Datalog.
